air gets in the filter Rena Filstar XP Filter? is this normal and ok?

the water in xp2 unit doesnt fill up all the way and air gets in the unit, is this ok and normal? is this going to break the unit? how do i fix this. ive chekc everything, it seems the seal is still ok and no air bubbles near the intake.
