can the outlet pipe be in the water or does it have to be above if you are using the spray bar

A: The spraybar and power jet can both be put above or below the waterline. Above the water line gives you more surface agitation and this is the best way to aerate the tank. However, if you are using an air pump for aeration then you might not want as much surface agitation so putting it below the water makes sense also.
