Motor and top basket connection?

When the motor is locked on to the canister, should the impeller o-ring seal the very top basket cover? When I lock my motor on to the canister I can se the top basket lid slightly floating up as the motor is placed on top of the canister. I wondering because I am getting a some occational bubbles and an occational swooshing sound.

Any solutions?

A: always make sure the lid is not warped and that the baskets are seated correctly and never re-start the filter with a full canister, always empty.
