quick release lever doesnt sit flush with the top

i just got a xp3 from a friend
is the quick release lever suppose to sit all the way down against the top of the lid??
when i push the lever down it springs back up about an inch
and when i look into the holes the ball valve does not open all the way there is about a crest moon shape still closed off and kind of sticky when i try to open or close

A: The handle should go down all the way. It may not touch the top of the motor but will be very close. Please see the video on the Quick Disconnnect. Also, there have been a number of Q&A's already posted on this subject. Here are some links to those sections:
