SETING UP PROPER FILTER ORDER

I HAVE A SMALL FILSTAR THE SINGLE BASKET ONE AND IVE SET UP MY AQUARIUM FOR FRESHWATER. BUT THE WATER SEEMS TO BE SOMEWHAT CLOUDY. THE PET STORE TESTED MY WATER AND SAID IT WAS THAT THE PUMP WASNT CLEANING OUT THE WATER GOOD ENOUGH. SO IM CURIOUS AS TO WHAT CARBON POUCHES TO USE OR WHAT WAY TO LAYER THE DIFFERENT FILTERS. WHAT ARE YOUR BEST RECOMMENDED SETTINGS FOR MY AQUARIUM. OR SHOULD I SUBSTITURE FOR A LIQUID BASE (CLEAR WATER CLEANER).
