Turn the filter on, vibrates but doesn't turn the impeller

Just like it says, I plug it in and it won't turn the impeller, if I have the top off and manually turn it while plugged in it will start working, but as soon as the retaining cap goes on it stops. I tried replacing the impeller and the new one works worst than the old one.... Do I just need a new motor/or to replace the filter??
A: You don't say how old the filter is but it sounds like your rotor/impeller has lost its magnetic strength and you need to replace it.
