What would cause poor flow or weak flow?

I just purchased a used XP3 and the previous owner said it didn't work as powerfully as he expected-thought it was weak. What should I check? He bought a new impellor and that did not solve the problem.
Is it the length of the tubes? I haven't messed with it yet but could it be something that simple? Too short or long?
Is there a gasket that could leak air?
As I said, I am just trying to troubleshoot what may be wrong and then I can get the parts ordered.
