XP2 water surges then pump stops

I noticed when I start up my filter, the first several days it stops. The water (output) looks like it goes out fast then slow then fast again, when finally it stops. All I have to do is unplug, and re-plug again and it starts again, (sometimes I have to re-prime too). I compared my XP2 to my XP1 (they are next to each other, different tanks) and the XP1 is filled to the top with water, while my XP2 is not. Why is this, I have a feeling this is the problem. I just cleaned it too, seems like this happens right after cleaning too. These are used for turtles.

A: I would guess you have an air leak someplace on the intake side. Since turtle tanks use only partially filled aquariums you can get air leaks around the joints on the intake. Although any place on the intake side above the water line can cause this We have outlined many of these factors in earlier Q&A's already posted. Here are some links to those sections:
